Turns out I didn't have the heat-sink all the way seated. One of the 4 corner pins had worked loose. When i re-seated them, I'm getting 30c at idle, and c at full gaming load. The temperatures are much more rock solid reliable now.

I didn't realize that the heatsink had come loose until it hit a thermal shutdown. And that only took it about 60 seconds with the heatsink still on top the processor and touching, but with only two of the 4 corner heat-sink pins still fully engaged.
